(a) The county planning board shall prepare and submit to the County Council an annual budget, including a schedule of recreation activities and programs. (b) The County Council's approval of the recreation schedule is concurrence in the recreation activities and programs proposed for any fiscal year. (c) The County Council may: (1) modify the recreation schedule; and (2) direct the county planning board to initiate any recreation activity or program. (d) The county planning board shall initiate any activity or program directed by the County Council with reasonable promptness to the extent funds are available for that purpose.
