(a) The Commission or the county planning board may enter into an
agreement with a prior established municipal corporation that allows the
Commission or the county planning board to exercise planning and zoning powers in
the municipal corporation.
(b) On execution of an agreement authorized under this section, the
following shall apply to a prior established municipal corporation that enters an
agreement with the Commission or the county planning board:
(1) all local laws and official acts of the Commission or the county
planning board and the district council that are in effect in the regional district within
the county;
(2) all provisions of this title; and
(3) the administrative tax provided for in § 18-307 of this article.

(c) (1) An agreement under this section may authorize the governing
body of the prior established municipal corporation to act as the district council for
the municipal corporation.
(2) If the governing body of the municipal corporation is authorized
to act as the district council for the municipal corporation, the governing body shall
exercise all the power granted to the district council by this title within the municipal
corporation.
(d) An agreement under this section between a municipal corporation and
the Commission or county planning board shall remain in effect as written unless
revoked or amended by mutual action of the parties to the agreement.
