The Commission is the representative of the State for purposes of: (1) acquiring and developing land or other property under this division; (2) exercising the duties of the State under this division; (3) complying with § 1(a) and (b) of the Capper-Cramton Act, Public Law 71-284, 46 Stat. 482, for acquiring parklands in the metropolitan district; or (4) securing funds authorized by the Act or by any other federal, State, or local law.
