In this subtitle, "local small business enterprise" means a business enterprise that: (1) has its principal place of operation in Montgomery County or Prince George's County; and (2) has been certified as a small business enterprise by a unit of county government that has jurisdiction over procurement in Montgomery County or Prince George's County.
