Zoning regulations adopted by the Mayor and City Council of Baltimore City under this subtitle shall: (1) be in accordance with the plan; (2) be designed to: (i) control street congestion; (ii) promote health, public safety, and general welfare; (iii) provide adequate light and air; (iv) promote the conservation of natural resources; (v) prevent environmental pollution; (vi) properly manage growth and development; and (vii) promote or facilitate adequate transportation, water, sewerage, schools, recreation, parks, and other public facilities; and (3) include reasonable consideration for: (i) the character of the district or zone and its suitability for particular uses; (ii) the conservation of the value of buildings and other structures; and (iii) encouragement for orderly development and the most appropriate use of land throughout Baltimore City.
