Unless otherwise provided in the charter, bylaws, or code of a municipality, before the governing body of a municipality enacts an ordinance or a resolution that establishes a special taxing district, authorizes the issuance of bonds, or imposes ad valorem or special taxes under this part, the governing body shall: (1) hold a public hearing; and (2) give notice of the public hearing in a newspaper of general circulation in the municipality at least 10 days before the date of the hearing.
