(a) The General Assembly finds that: (1) unemployment conditions exist in certain areas of the State; (2) the establishment of vehicle parking facilities under this subtitle is necessary to relieve the unemployment conditions and establish a balanced economy in these areas; and (3) the present and prospective health, happiness, safety, right of gainful employment, and general welfare in these areas will be promoted by the establishment of vehicle parking facilities under this subtitle. (b) The General Assembly recognizes that, for certain areas of the State, this subtitle is necessary to: (1) relieve unemployment conditions; (2) encourage industrial growth and a balanced economy; (3) help retain existing industries; (4) promote economic development; and (5) promote health, welfare, and safety.
