(a) This section applies to all counties, except Baltimore City. (b) The governing body of a county has control over county roads. (c) The governing body of a county may appoint: (1) road supervisors; and (2) civil engineers to oversee the grading, construction, and repair of county roads. (d) A civil engineer appointed in accordance with subsection (c) of this section shall: (1) hold office for a term, with a salary, under a bond, and subject to regulations of the governing body calculated to secure competent officers and a faithful discharge of duty; and (2) direct and manage the grading, construction, and repair of county roads.
