(a) A county may establish, maintain, and control hospitals, homeless shelters, and other similar institutions in the county. (b) A county may establish and maintain courthouses. (c) A county may: (1) establish and maintain local correctional or detention facilities and juvenile facilities; (2) regulate all individuals confined in the facilities; and (3) make appropriate provisions for females and juveniles.
