With the advice and help of the State and local advisory councils, the Secretary
shall take all appropriate steps to:
(1) reduce and prevent unemployment;
(2) encourage and assist in the adoption of practical methods of
vocational training, retraining, and guidance;
(3) advise, assist, and conduct investigations regarding the
establishment and operation by a county, a municipality, or the State, of reserves for
public works to be used in times of business depression and unemployment;
(4) promote the reemployment of unemployed workers throughout
the State in each other way that may be feasible; and
(5) conduct investigations and research studies and publish the
results.
