An appeal may be taken to the Appellate Court of Maryland from: (1) an order that grants or refuses rehabilitation, liquidation, or conservation; and (2) any other order in a delinquency proceeding that has the character of a final order as to the particular part of the delinquency proceeding covered by the order.
