(a) The courts of the State have jurisdiction over: (1) each person that does not reside in, is not domiciled in, or is not authorized to do business in the State that files a statement with the Commissioner under this subtitle; and (2) all actions arising out of a violation of this subtitle. (b) (1) A person that is subject to the jurisdiction of the courts of the State under subsection (a)(1) of this section is deemed to appoint the Commissioner as attorney for service of process in any proceeding arising out of a violation of this subtitle. (2) Copies of all process shall be served on the Commissioner. (3) The Commissioner shall send a copy of the process by registered mail to the person at the person's last known address.
