The Commissioner shall issue a registration certificate to an appointee if it appears to the Commissioner that the appointee: (1) is a suitable and competent individual of good moral character; (2) intends to represent to the public in good faith that the appointee is a representative; (3) has not previously been denied registration or had a registration revoked under § 26-307 of this subtitle; and (4) otherwise meets the requirements of this subtitle.
