If an application for a license is denied or a license is suspended or revoked, the Commissioner immediately shall give notice to the applicant or licensee by: (1) registered mail addressed to the applicant's or licensee's last address of record with the Commissioner; or (2) electronic means in accordance with § 2-116 of this article.
