(a) (1) The Secretary may apply for, receive, and spend federal funds
available for use in carrying out the powers and duties of the Secretary or the
Department.
(2) The Department may:
(i) accept, manage, and dispose of federal funds and
commodities; and
(ii) take advantage of any available federal program or grant
or other public or private assistance that accomplishes or furthers the objectives of
this title.
(b) (1) With the approval of the Secretary of Budget and Management,
the Department shall accept, on behalf of the State, a conditional or unconditional
gift or grant.
(2) The Department shall pay all funds collected under paragraph (1)
of this subsection into a special fund of the State Treasury and use the special fund
to carry out the provisions of this title.
(c) Except as provided in subsection (b) of this section or otherwise provided
by law, the Secretary shall pay all money collected by the Department under this title
into the General Fund of the State.
