(a) The Department shall: (1) administer this subtitle; (2) prepare and furnish all forms necessary or desirable under this subtitle; (3) establish and collect reasonable filing fees to carry out this subtitle; (4) adopt regulations necessary to enforce this subtitle; and (5) prepare and distribute relevant public information and educational materials designed to advise individuals, institutions, and organizations of their rights and responsibilities under this subtitle. (b) (1) Except as provided in paragraph (2) of this subsection, the Department shall make available to interested persons any information required to be provided to the Department under this subtitle and publicize the availability of the information. (2) (i) A feasibility study filed under § 10-408 of this subtitle may not be disclosed until the Department issues an initial certificate of registration for the project. (ii) Information required to be provided under § 10-434(b)(2) of this subtitle shall be disclosed only to the extent required under the Public Information Act.
