A code authority may not do business or exercise its powers unless: (1) its articles of organization have been recommended in writing by the chief elected official, adopted by a resolution or ordinance of the legislative body, and filed with the Secretary of State; and (2) the Secretary of State has issued a certificate of organization to the code authority.
