(a) A majority of the members then serving on the Board is a quorum. (b) (1) The Board shall meet at least once a year, at the times and places that it determines. (2) The Board may hold special meetings, if: (i) Requested by the Secretary; or (ii) The chairman or a majority of the members then serving on the Board consider a meeting to be necessary or advisable. (3) Reasonable notice of all Board meetings shall be given in the manner determined by the Board. (c) A member of the Board is entitled to: (1) Compensation, in accordance with the budget of the Board, for each day on which the member is engaged in performing the duties of the member's office; and (2) Reimbursement for expenses at a rate determined by the Board. (d) (1) The Board may designate one of its staff as Board administrator. (2) The Board administrator may be compensated in accordance with the budget of the Board. (3) The Board may employ other staff in accordance with the budget of the Board.
