(a) Each board may adopt regulations for the conduct of its meetings. (b) (1) Each board serves in an advisory capacity. (2) Each board shall: (i) Submit to the Secretary an annual report on: 1. The needs of individuals with an intellectual disability; and 2. The extent to which its State residential center meets these needs; (ii) Advise the administrative head of the State residential center on its goals, programs, and policies; (iii) Help in evaluating the degree to which these goals are achieved; (iv) Review and make recommendations about the annual budget of the State residential center; (v) Assume leadership in developing community understanding of the needs of individuals with an intellectual disability; and (vi) Carry out any other responsibility that the administrative head of the State residential center requests.
