If the Governor has strong grounds to believe that there is a danger of a malignant and contagious disease being introduced into the State, the Governor may: (1) Quarantine a vessel that is entering the waters of the State; (2) Prohibit or restrict contact between the State and the place affected by the disease; and (3) Take other actions that appear to the Governor to be necessary to carry out this section.
