(a) There is an Administrative Component in the Program.
(b) The purpose of the Administrative Component is to provide the
necessary administrative structure in the Department for effective management of
the Program.

(c) Funds that are allocated to the Administrative Component in the State
budget shall be used to cover administrative costs incurred by the Department in
administering the Program.
(d) Unless otherwise specified in the annual budget bill as enacted, the
amount of funds that are allocated to the Administrative Component in the State
budget may not exceed 7% of the total amount that is allocated to the Program in the
State budget.
(e) A county that receives funds under a Local Public Health Cancer Grant,
a person who receives funds under a Local Public Health Cancer Grant, a Statewide
Academic Health Center that receives money under any of the grants distributed
under the Statewide Academic Health Component, and any other person who receives
funds under the Program may not use more than 7% of the funds to cover
administrative costs.
