The Secretary: (1) Is responsible for the operation of hereditary and congenital disorders programs within the rules, regulations, and standards that the Department adopts; (2) Shall disburse and collect any funds available to the Department; (3) Shall enforce the rules, regulations, and standards that the Department adopts; and (4) Shall keep the Advisory Council informed of: (i) The progress of hereditary and congenital disorders programs; and (ii) Any need for a change in the Department's rules, regulations, and standards.
