(a) The Governor annually shall proclaim the month of March as Irish- American Heritage Month in recognition of the contributions that Irish Americans have made to the State. (b) The proclamation shall urge educational and cultural organizations to observe Irish-American Heritage Month properly with appropriate programs, ceremonies, and activities.
