The Governor annually shall issue a proclamation encouraging the media,
government units, business and recreational facilities, and citizens of the State to
unite in remembrance and commemorate the heroic acts and efforts of Marylanders
who have served and died in the United States armed forces by observing a moment
of silence at 3 p.m. on Memorial Day.
