(a) The Director shall maintain a list of confidential intermediaries.
(b) To qualify to be a confidential intermediary, an applicant shall meet the
requirements of subsection (d) of this section.
(c) If the applicant is a child placement agency, the agency shall appoint an
employee of the agency as the representative member to make the application on
behalf of the agency.

(d) (1) If the applicant is an individual, the applicant shall:
(i) have completed at least 8 hours of training, approved by
the Director, in providing search, contact, and reunion services; and
(ii) meet any other qualifications that the Director establishes
for confidential intermediaries.
(2) If the applicant is a child placement agency, each employee who
will provide search, contact, and reunion services under this subtitle shall:
(i) have completed at least 8 hours of training, approved by
the Director, in providing search, contact, and reunion services; and
(ii) meet any other qualifications that the Director establishes
for confidential intermediaries.
(e) (1) The Director may establish a reasonable fee for an application
under this section.
(2) The overall amount of fees collected may not exceed the costs of
processing the applications.
