(a) The board shall prepare a plan for educating each official as to the duties and responsibilities that accompany the official's position. (b) The education plan may include requiring an official to: (1) Read materials; (2) Attend seminars, conferences, or workshops; or (3) Review films or tapes. (c) The preparation of and compliance with an education plan developed under this section may not be construed to limit the civil or criminal liability of an official arising from an act or omission by the official in the performance of any duty or responsibility of the official.
