(a) The Commissioner or deputy Commissioner may: (1) Summon any officer, manager, trustee, employee, or agent of any banking institution and any other witness that the Commissioner thinks proper; (2) Administer an oath to that person; and (3) Question that person about the affairs of the institution. (b) The Commissioner or deputy Commissioner may not delegate the powers granted by subsection (a) of this section. (c) (1) A person may not: (i) Obstruct the Commissioner or any person acting for the Commissioner in the performance of the duties of the Commissioner; or (ii) Refuse to appear or testify without good cause when summoned under this section. (2) Any person who violates any provision of this subsection is guilty of a misdemeanor and on conviction is subject to a fine not exceeding $1,000 or imprisonment not exceeding 1 year or both.
