(a) Any applicant for a license or any licensee who is aggrieved by a decision
of the Commissioner to deny an application for or suspend or revoke a license may
appeal:
(1) To the circuit court for the county in which the aggrieved person
resides or did business; or
(2) To the Circuit Court for Baltimore City.

(b) An appeal shall be heard and decided on the record of the proceedings
before the Commissioner. However, if the court finds that additional evidence is
necessary, the court may permit that evidence to be introduced.
(c) If a decision of the Commissioner is appealed, the court may reverse,
affirm, or modify the decision.
(d) The aggrieved applicant or licensee or the Commissioner may appeal the
decision of the court to the Appellate Court of Maryland.
