Maryland Code § EN-9-947

If the sewage or other waste that a manufacturing, commercial, or industrial
plant or other building or premises discharges into a sewerage system is, because of

its character, an unreasonable burden on the sewerage system, the authority that
owns, operates, or maintains the sewerage system may:
(1) Impose an additional charge on the owner, tenant, or occupant of
the plant, building, or premises; or
(2) Require the owner, tenant, or occupant of the plant, building, or
premises, before it discharges its sewage or other waste, to treat the sewage or waste
in a manner that the authority determines.
