Section EN-9-921

Subject to reasonable local police regulation that is established by the
governing body of any political subdivision that has jurisdiction in the area, an
authority may enter on, use, occupy, or dig up any street, road, highway, or public or
private land that is necessary to acquire, construct, or maintain a project.
