(a) If the district has not incurred any obligation, a member county may withdraw from a multiple county district in accordance with this section. (b) (1) The governing body of the county seeking to withdraw shall adopt an ordinance or resolution that asks the district to allow that county to withdraw from the district. (2) If the sanitary commission adopts a resolution that approves the withdrawal of the petitioning county and if the governing body of each member county adopts an ordinance or resolution that approves the withdrawal of the petitioning county, the sanitary district and the governing body of the withdrawing county shall adopt and sign articles of withdrawal. (c) The district and the withdrawing county shall file the articles of withdrawal with the State Department of Assessments and Taxation.
