(a) For purposes of the Federal Water Pollution Control Act, the Secretary is the State water pollution control agency in this State. (b) The Secretary has all powers that are necessary to comply with and represent this State under the Federal Water Pollution Control Act. (c) Another unit of the State government may not exercise any power given to the Secretary under this section.
