(a) By January 1, 1990, each county shall prepare and submit an assessment of the feasibility of establishing a program for the acceptance of household hazardous waste from residents of the county to the Secretary. (b) The assessment prepared and submitted under subsection (a) of this section shall include: (1) The estimated cost of providing one household hazardous waste collection day every year; (2) The feasibility and estimated cost of establishing a regional household hazardous waste collection day every year for the county's geographic region of the State; and (3) Any other information that would be of use to the State in determining whether to mandate household hazardous waste collection days in each county.
