Article VI. Construction and Severability a. The provisions of this compact shall be broadly construed to carry out the purposes of the compact, but the sovereign powers of a party state shall not unnecessarily be infringed. b. If any part or application of this compact is held invalid, the remainder, or its application to other situations or persons, shall not be affected.
