A hauler certificate authorizes its holder to transport a controlled hazardous substance while the certificate is effective and may require: (1) Use of specific routes, designated after consultation with the Department of Transportation, to a controlled hazardous substance facility; (2) Use of certain types of vehicles, equipment, or handling procedures; and (3) Satisfaction of other conditions which the Department determines to be reasonably necessary to assure, to the extent possible, transportation of controlled hazardous substances in a safe and secure manner.
