(a) As a prerequisite to the issuance of a facility permit, the Department shall require an applicant: (1) To provide evidence of financial ability to properly establish, operate, and maintain a controlled hazardous substance facility; (2) To file with the Department acceptable evidence of a bond or other security that the Department requires under § 7-242 of this subtitle; (3) To agree to permit access to the controlled hazardous substance facility for the purposes of any inspection permitted or required under this subtitle; and (4) To pay the permit fee assessed under § 7-237 of this subtitle. (b) In addition to the requirements of subsection (a) of this section, the Department shall require an applicant for a permit for a low-level nuclear waste facility to report to the Department the extent and nature of its training program for the safe handling of low-level nuclear waste.
