Maryland Code § EN-2-106

Section EN-2-106

(a) A determination by the Department that air pollution exists or that a
rule or regulation has been disregarded or violated does not create any presumption
of law or finding of fact for the benefit of any person other than this State.
(b) Any proceedings under this title shall be brought by the Department for
the benefit of the people of this State.
(c) No person other than this State acquires actionable rights by virtue of
this title.
