(a) Beginning with students in the 9th grade in the 2021-2022 school year,
each school system shall implement a 9th grade tracker system to measure each
student's progress toward graduating on time, including credit accumulation and the
number of semester core course failures during the first year of high school for
students completing the 9th grade year.

(b) Each county board periodically shall provide a report to the school where
the student is enrolled for further academic intervention to allow the student to
graduate on time.
(c) On or before September 1, 2022, and each September 1 thereafter, each
county board shall report to the Department the data collected under subsection (a)
of this section on students in the 9th grade in the immediately preceding school year.
(d) On or before December 1, 2022, and each December 1 thereafter, the
Department shall compile and submit a statewide report on information reported
under subsection (c) of this section to the Accountability and Implementation Board
and the Maryland Longitudinal Data System Center.
