(a) The State Board shall develop and implement a program to be administered by the county boards in which each student who enters his first year in any primary grade in a public school is evaluated to identify any learning disability regardless of cause. (b) The State Board shall provide guidance and coordinate the development and implementation of educational programs based on the needs of disabled students in the public schools.
