(a) (1) The Department shall develop guidelines for the establishment of
comprehensive induction programs for new teachers.
(2) In developing the guidelines under paragraph (1) of this
subsection, the Department shall consult with local school systems and the Maryland
Education Deans and Directors Council.
(b) The guidelines shall:
(1) Include provisions concerning the following:
(i) Mentoring; and

(ii) Professional development training and support; and
(2) Incorporate the framework of the Teacher Induction, Retention,
and Advancement Pilot Program.
(c) (1) Subject to paragraph (2) of this subsection, a mentor teacher for
a teacher in an induction program shall be a highly competent teacher selected by the
local school system who will work to instill in the teacher the skills and knowledge
for the next generation of teachers.
(2) After the career ladder system established under Subtitle 10 of
this title is well established, mentor teachers will be selected using criteria from the
career ladder system.
