(a) The purpose of the county board is to:

(1) Maintain throughout the county a reasonably uniform system of
public schools that is designed to provide quality education and equitable educational
opportunity for all children;
(2) Raise the level of academic achievement of the students in the
Prince George's County public school system; and
(3) Raise the level of engagement of the parents, students, and
community as a whole.
(b) (1) Subject to paragraph (2) of this subsection, the county board shall
establish an audit committee to ensure that public funds for the county school system
are spent equitably across all the schools in the county school system.
(2) Nothing in this subsection may be construed to alter the
mandatory allocation of funding to individual schools required under Title 5 of this
article, including the minimum school funding required under § 5-234 of this article.
