(a) The employer and the certified exclusive representative have a responsibility to engage in good faith bargaining over matters required by law. (b) The employer and the certified exclusive representative jointly shall be responsible for fostering a positive labor relations environment based on mutual trust, respect, communication, and cooperation. (c) The goal of collective bargaining is the delivery of quality public services to the residents of the State in a manner that is consistent and compliant with law.
