(a) The State Librarian shall authorize the State Comptroller to withhold State funds from any county that fails: (1) To appropriate the amount of its share of the minimum program; or (2) To meet the requirements of the law or of the State Library Board for operating the county library. (b) (1) The Comptroller shall withhold all State funds from a county that the State Library Board certifies has failed to operate the county library system consistent with the State standards for libraries. (2) The Comptroller shall continue to withhold funds under paragraph (1) of this subsection until the State Library Board certifies that the county has adopted a written policy for the operation of the county library system consistent with the State standards for libraries.
