(a) For fiscal year 2025, the Governor shall include in the annual budget bill an appropriation of at least $500,000 to the Commission to award scholarships under this subtitle. (b) For fiscal year 2026 and each fiscal year thereafter, the Governor shall include in the annual budget bill an appropriation of at least $2,000,000 to the Commission to award scholarships under this subtitle.
