(a) There is a Teacher Quality and Diversity Grant Program within the Teacher Quality and Diversity Program. (b) The purpose of the Teacher Quality and Diversity Grant Program is to provide grants to teacher preparation programs at institutions of higher education to assist students from groups historically underrepresented in the teaching profession in achieving teacher preparation and certification requirements. (c) The Maryland Higher Education Commission shall administer the Teacher Quality and Diversity Grant Program by awarding grants totaling at least $500,000 each year: (1) To applicants on a competitive basis; and (2) In a manner that serves the purpose of the Grant Program. (d) The Maryland Higher Education Commission may adopt regulations to carry out this section.
