(a) The Board of Community College Trustees for Howard County consists
of nine members appointed by the Governor with the advice and consent of the
Senate.
(b) (1) Of the members, at least eight:
(i) Shall be residents of Howard County at the time of
appointment; and
(ii) Shall maintain residency in Howard County throughout
the term of appointment.
(2) The following, whichever is greater, shall constitute a quorum:
(i) Four members; or
(ii) A majority of members actively serving.
(c) Each meeting of the Board shall include an opportunity for public
comment.

(d) (1) The Board shall make a video or audio recording of each meeting
of the Board.
(2) The Board shall make a recording required under paragraph (1)
of this subsection available to the public on the Board's website without charge and,
to the extent practicable, within 2 business days after the recording is made.
(e) As part of ongoing training for Board members and at least every 2
years, the Board members shall undergo training specific to board governance,
structure, responsibilities, and roles.
(f) (1) Each year, the Board shall select an independent, nationally
recognized survey instrument to carry out an anonymous survey on employee
satisfaction at Howard Community College, and submit an unedited report on its
survey findings directly to the Board.
(2) The Board shall redact any human resources or personnel-
related feedback before any public release of survey results.
