(a) (1) There is a Center for Cybersecurity at the University of Maryland
Baltimore County (UMBC).
(2) The Center for Cybersecurity is housed within the College of
Engineering and Information Technology at UMBC.
(b) The Center for Cybersecurity provides interdisciplinary academic and
research leadership, partnership, innovation, and outreach by streamlining
academic, research, workforce development, and technology incubation activities
related to cybersecurity.

(c) The Governor shall include in the annual budget bill an appropriation
of at least $3,000,000 for the Center for Cybersecurity.
(d) On or before October 1 each year, the Center for Cybersecurity shall
report to the General Assembly, in accordance with § 2-1257 of the State Government
Article, on the use of State funds in the field of cybersecurity to increase:
(1) The number of new companies that are created;
(2) The number of UMBC graduates who are employed in Maryland-
based businesses;
(3) Participation in workforce training programs; and
(4) External research activities and partnerships.
