The Department may make a child care special loan to an applicant if: (1) the applicant meets the qualifications required by this part; (2) the applicant meets any additional requirements imposed by the source of the money to be loaned; and (3) the child care special loan will be used for an authorized use under § 5-348 of this subtitle.
