(a) The Office shall encourage and facilitate regional efforts to develop local and regional international trade programs and expertise, consistent with other State efforts, through: (1) technical assistance; and (2) matching grants to public or private regional entities. (b) The Office shall encourage the location of new international industrial or commercial enterprises in the State, in cooperation with local governments and other entities.
