The Secretary may not remove an appointee to a particular office in the Department without first obtaining the Governor's approval if the law provides that: (1) the Secretary is required to make the appointment with the consent of the Governor; and (2) the appointee: (i) serves at the pleasure of the Secretary; or (ii) may be removed by the Secretary with or without cause.
